An Appellate Court judge denied an emergency motion filed by the city earlier on Friday aimed at blocking a Circuit Court order for the city to restore the Baltimore inspector general's access to city records.

In a written order, the panel of the court said the city failed to demonstrate it will suffer irreparable harm absent a stay.
